Job Description

Responsible for independent challenge of the Consent Order Integrated Technology Plan.

This role is part of the CAO Technology Transformation team, with in the CAO Regulatory and Enterprise Transformation Office. The CAO organization is leading the most critical regulatory & transformation efforts for Citi's CEO, influencing the strategy & direction of Citigroup.

As Technology Program Challenge Specialist, the role is responsible for appropriateness of tech solutioning vis a vis CO gaps and suggesting improvement options, including early identification and escalation of issues to ensure timely implementation of the Consent Order Technology Transformation Integrated Plan.

The role will assess and challenge adequacy of Technology Transformation Integrated Plan for Consent Order Remediation and run the technology challenge process across the technology program lifecycle.

In-depth knowledge of the industry and peer institutions products/services is highly preferred to contribute to the objectives of the functions. The role requires a thorough understanding of strategic direction of the function within the larger CAO organization, combined with a solid conceptual/practical grounding in both the function and/ or area of expertise.

Excellent communication skills required in order to influence a wide range of users. The job is likely to be involved in both internal and external negotiations to ensure appropriateness of the CO Integrated Technology Plan.

Key Responsibilities:

  • Provides a holistic assessment of Technology Transformation Integrated Plan, across Front Line Units / Functions to stress test key design components and execution goals.
  • Oversees the 1LOD independent challenge process following appropriate policies and procedures to create ensure sound technology solutions for the CO Transformation.
  • Run the independent technology challenge process across the Technology Program lifecycle
  • Independently assesses risks against CO gaps and drive actions to address the root causes that persistently lead to risks of meeting CO transformation objectives
  • Serves as a risk subject matter expert and works with colleagues in other areas of Risk Management, Business and Functions and Compliance/Audit to assure appropriate management of identified risks
  • Leverages the enterprise taxonomy for standardizing the classification of risks and assesses threats impact across the Technology Transformation Integrated Plan
  • Identifies emerging risk themes across the Integrated Technology Plan design and execution
  • Develops processes for data gathering/consuming and sharing emerging threats as a result of challenge process
  • Partner with Technology Quality Review teams to ensure evidence alignment to Tech CO commitments

PERSON SPECIFICATION

Qualifications:

  • 10+ years of finance and overall business management experience in a complex, financial organization, with particular focus on Technology Development and/or Risk & Control and/or Operational Risk Management and/or Technology Audit
  • Strong understanding of the Software Development Life Cycle (SDLC) best practices, risks, and controls
  • Risk & Control experience in business operations and/or technology programs of a financial organization strongly preferred
  • Experience in complex business transformational programs
  • Understanding of independent challenge or audit process and best practices for review of large transformational or technology programs
  • Proven ability to act independently, work quickly and with careful attention to detail, juggle multiple priorities and thrive in a varied, fast-paced environment.
  • Proven ability to work well under pressure and within tight deadlines.
  • Proven ability to communicate effectively, drive consensus, and influence relationships at senior levels.
  • Bachelor's degree required.
