Position Description

Cold Spring Harbor Laboratory is looking for a crucial member of the payroll team, the Payroll Systems Manager will work to evaluate the Laboratory's payroll technology needs and identify the best solutions. This individual will create and administer payroll innovation strategies that result in process automation and simplification while maximizing compliance with laws and regulations and providing a gold-standard experience for the Laboratory's 1,000+ employees. Importantly, the Payroll Systems Manager will play a leading role in the implementation efforts around the Laboratory's upcoming Workday payroll implementation. The Payroll Systems Manager also supports the payroll team regularly in processing events, corresponding with employees and others, and recording accurate financial transactions and, therefore, has a strong background in payroll compliance and ideally in managing a team.

Position Responsibilities

  • ERP Implementation: Lead the implementation and maintenance of our payroll module within our Enterprise Resource Planning (ERP) system, ensuring that it aligns with the organization's needs and objectives for payroll.
  • Process Automation: Define, lead, and execute solutions for the payroll team, driven by the implementation of the ERP by building trust and transparency throughout the Laboratory.
  • Process Improvement: Help define key roles and responsibilities under modified processes within the payroll team upon implementation of the ERP.
  • Understand the operational payroll business challenges and work to deliver new capabilities quickly, but responsibly, in order to minimize service interruptions.
  • Define and manage the process through which Payroll ideas/opportunities are identified and curated. Influence and recommend innovation activities based on potential value, strategic alignment, risk mitigation, and employee experience.
  • Demonstrate Leadership Characteristics: Empower others to realize their full potential, leverage resources to help employees develop new skills, and attract new talent to the team as needed.

  • Cross-Functional Collaboration: Develop partnerships and alignment with key partners across Human Resources, Finance and Accounting, OSP, and other Laboratory teams.
  • Financial Analysis: Analyze financial data related to payroll, prepare reports, and provide insights to support decision-making and cost control.
  • Compliance: Ensure compliance with compensation and regulations and company policies, while managing audits and internal controls.
  • Stay current with State and Federal payroll legislation.
  • Reporting: Generate regular reports and financial statements related to accounts payable, providing senior management with insights into financial performance and liabilities.
  • Foreign tax requirements: Oversee foreign tax withholding requirements for foreign instructors, assistant instructors and lecturers for tax withholding purposes.
  • Year End Tax Reporting: Assist in year-end processing of W-2's and 1042's.
Position Requirements

EDUCATION:
Bachelor's degree in Accounting, Finance or related field

EXPERIENCE:

  • Minimum 7 years' experience with automated payroll processing system
SKILLS:
  • Proven experience in payroll management with a strong focus on process automation, ERP implementation, and process improvement.
  • In-depth knowledge of ERP systems, financial software, and automation tools.
  • Strong leadership and team management skills.
  • Excellent communication, negotiation, and problem-solving abilities
  • Advanced analytical and financial reporting skills.
  • Solid understanding of accounting principles, compliance, and financial regulations.

The salary range or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. When determining a base salary and/or rate, several factors may be considered as applicable (e.g., years of relevant experience, education, credentials, and internal equity).
