Department Statement
Accountabilities
Reporting to the Associate Vice President for Campus Safety, Emergency Management, and Environmental Health and Safety and working closely with other colleagues in the Dean of the College Division, the Emergency Management Project Manager, and Clery Compliance Officer primarily responsible for the management and administration of the university's public safety and security-related compliance requirements. The Emergency Management Project Manager and Clery Compliance Officer ensure regulatory compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) for the University. This position requires expertise in emergency management procedures, Clery Act requirements, advanced communication, research, and reporting skills, and the capacity to coordinate projects successfully.

Specific responsibilities include and are not limited to the following:
Clery and Regulatory Compliance:
  • Coordinates the institution's Clery Act compliance program, including developing and implementing Clery Act-required policies, programs, and activities;
  • Serves as the institution's designated Campus Safety Survey Administrator and Records Custodian as defined by the Department of Education;
  • Works collaboratively with various campus partners, law enforcement agencies, Village of Hamilton and Hamilton Police Department, and state and federal regulatory bodies to ensure the university's public safety and security-related compliance;
  • Gathers crime and disciplinary referral data from various internal and external sources;
  • Works with appropriate university departments to identify and train all Campus Security Authorities (CSAs);
  • Sends annual requests for crime statistics to all CSAs at the end of each calendar year;
  • Collaborate with University departments and local law enforcement agencies to facilitate the formulation, training, and reporting of Clery Act-specific information.
  • Monitor and ensure compliance with all Clery Act mandates, including updating the Crime Log, maintaining accurate crime statistics, and drafting the Annual Security Report. In conjunction with colleagues, prepares and publishes the Annual Security and Fire Safety Report;
  • Submits the annual crime statistics via the Department of Education online Campus Safety and Security Survey portal;
  • Works with Campus Safety department staff to ensure proper classification of crimes and associated case report incident types;
  • Works with various campus partners (e.g. Shaw Wellness Institute and Human Resources) to ensure compliance with the Drug-Free Schools and Safe Campuses Act; and,
  • Works with various campus partners (e.g., Counseling and Psychological Services, Haven, and Student Health Services, to ensure compliance with the provisions of the Sexual Assault Victim Bill of Rights.

Emergency Management:
  • Member of the University's Emergency Operations Center (EOC);
  • During emergencies, performs critical roles in support of the University's response;
  • Collaborate with internal departments, local emergency services, and community partners to establish effective communication channels and response protocols;
  • Develop and implement comprehensive emergency management plans, policies, and procedures in alignment with industry best practices and regulatory requirements;
  • Conduct risk assessments and vulnerability analyses to identify potential threats and hazards to the campus community; and,
  • Coordinate and conduct regular tabletop exercises, drills, and training sessions to ensure preparedness for various emergency scenarios.

Training and Communication:
  • Develop presentations and conduct training sessions related to Clery Act compliance;
  • Assist University departments in drafting policy statements; and,
  • Participate and chair various compliance committees.

Project Management:
  • Coordinate work for emergency management projects, including capturing requirements and scope, developing project plans and timelines, managing logistics, coordinating stakeholder communications, and creating/maintaining project documents;
  • Compile narrative and statistical reports related to emergency management initiatives;
  • Work directly with DOC colleagues to gather materials, information, or other content; and,
  • Manage discrete projects with independence.

The incumbent can expect that over time, approximately 60% of the positions will be in leading and managing emergency management projects, 30% will be in maintaining Clery Compliance, overseeing reporting requirements, and enhancing campus safety protocols, and 10% tackling diverse tasks and responsibilities as assigned, contributing to the overall success of the team and organization.

This position has been designated as a Campus Security Authority (CSA), in accordance with the federal statutory requirements of the Jeanne Clery Act. CSAs are required to and responsible for reporting allegations of crimes they receive from students and employees to the Campus Safety Department.

Requirements

Professional Experience/ Qualifications
  • Demonstrated experience in a regulatory compliance area and demonstrated capacity to apply knowledge or training based on regulatory requirements.
  • Demonstrated experience in one or more aspects of emergency management.
  • Demonstrated experience in compiling narrative and statistical reports and researching regulatory or similar topics.

Preferred Qualifications
  • Three years experience in a college or university setting.

  • Successful completion of Cleary Act training and/or experience working on Cleary Act compliance.
  • Experience in managing or monitoring crime-related data.
  • Experience with Title IX regulations.

Education
  • A Bachelor's degree or four plus years relevant, professional-level experience is required.
  • A Bachelor's degree in a related area such as criminal justice, emergency management, business, or communications; or equivalent military experience is preferred.
Certifications
National Association of Clery Compliance Officers and Professionals (NACCOP) Clery Compliance Officer Certification preferred.

The Department of Campus Safety will provide upon request a copy of Colgate's Annual Security and Fire Safety Report.
