Maintaining and protecting the safety and health of BNL employees, the public, and the environment is our mission. Our electrical safety professionals and technical staff provide expertise in support of the overall BNL mission by assisting in the implementation of the Brookhaven National Lab (BNL) Electrical Safety Standards-Based Management System (SBMS) Subject Area.

POSITION DESCRIPTION:

  • The candidate will serve as the institution's Laboratory Electrical Safety Specialist, Electrical Safety Subject Mater Expert and Electrical Safety Program Group Manager.

  • Reporting to the Safety and Health Services Division Manager (SHSD), this position will fulfill the following functions:

    • Laboratory Electrical Safety Officer.

    • Laboratory Electrical Safety Committee Chair

    • Electrical Safety Program Group Manager

    • Electrical Safety Subject Matter Expert

Essential Duties and Responsibilities:

  • Maintain the Brookhaven National Laboratory Electrical Safety Subject Area.

  • Hold meetings of the Laboratory Electrical Safety Advisory Committee.

  • Provide management oversight of Electrical Safety Group members.

  • Provide coaching and mentoring to staff for electrical safety implementation.

  • Develop and deliver training material.

  • Conduct electrical safety surveillances, assessments, and track remedial efforts.

  • Identify and initiate corrective action on electrical safety problems.

  • Maintain an acceptable level of certification / knowledge for all areas of responsibility.

  • Maintain a knowledge of external requirements that relate to electrical safety.

  • Work with Departments/Divisions to assist with diagnosing and solving electrical safety issues/concerns.

  • Serve as the Safety and Health Services Division Subject Matter Expert, advocate and resource on matters of electrical safety, interfacing with the Laboratory Electrical Safety Advisory Committee, SHSD personnel and line managers.

  • Actively participate in the accomplishment of Safety and Health Services goals and objectives.

  • Assist, as required, in the performance of accident / injury / occurrence investigation and follow up.

  • Provide input to SHSD business plan, PMAP, and monthly reports.

  • When requested, participate in safety aspects of planning, design, development of facilities, projects and equipment.

  • Represent BNL across the Battelle and DOE complex.

  • Initiate or contribute to formulation of electrical safety policy, communicate these policies to staff workers, and monitor and enforce their observance.

  • Preparation and presentation of briefings, lessons learned, classes and seminars on electrical safety hazard identification and avoidance.

  • Preparation and presentation to BNL Management Council, Operations Council, and similar on electrical safety program issues and updates.

  • Consult with industry experts on compliance with NEC, OSHA, and DOE codes and requirements.

  • Refer appropriate programmatic and policy issues to line management, the LESAC and EAHJ.

  • Keep Line Management, the LESAC and the EAHJ informed of all events and issues on site related to their area of responsibility.

  • Assist, when requested, in resolution of electrical code, LO/TO questions.

  • Develop lab wide electrical safety procedures and guidelines.

  • Manage and complete assigned projects to achieve established goals.

POSITION REQUIREMENTS:

  • Bachelor of Science in Electrical Engineering or related field.

  • Minimum fifteen (15) years of full-time directly related experience managing engineering, safety and health or related technical area responsibilities.

  • Thorough knowledge of external standards related to electrical safety such as NFPA 70 & 70E and electrical portions of OSHA 1910 and 1926.

  • Knowledge of practices and procedures to safeguard employees when performing work on electrical equipment to include electrical Lockout/Tagout (LOTO).

  • Ability to develop immediate and long-term programmatic and field-based solutions to assist staff when preparing for work on electrical equipment and systems.

  • Ability to read schematics and electrical distribution (one-line) diagrams.

  • Demonstrated proficiency in Microsoft Office,

  • Possession of a valid driver's license and satisfactory driving record;

  • Willingness to obtain and maintain electrical safety certifications such as Professional Engineer, Certified Utility Safety Professional, and Certified Electrical Safety Compliance Professional.

  • Must demonstrate the ability to present ideas and concepts orally and in writing in a clear and concise manner to communicate technical information and interact with individuals with diverse backgrounds and levels of understanding including senior management, engineers, scientists, and trade workers.

  • Must be a positive driver for change regarding BNL's commitment to safety and compliance.

  • Interpersonal skills as demonstrated by performance as a positive driver for change regarding commitment to safety and compliance.

  • Willingness and aptitude to learn from our current Safety staff and to be a team player.

  • Solid safety-based reasoning skills and solutions oriented.

  • Strong interpersonal and time management skills.

Preferred Knowledge, Certifications, Skills, and Abilities:

  • Professional Engineer (Electrical), Certified Utility Safety Professional, and Certified Electrical Safety Compliance Professional

  • On-Site Position

  • May need to work off-hours on occasion

  • Limited travel to other DOE sites

Brookhaven National Laboratory is committed to providing fair, competitive, and market-informed compensation. The full salary range for this position is $121700 - $194250 / year. Salary offers will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.
