Capital Planning Review Team Recovery and Resolution Planning

The Capital Planning Review Team (CPRT) is mandated by the Capital Committee and Board of Directors to lead the holistic independent review and challenge of the capital planning process across the capital planning continuum. The team sits in the Finance CRO organization as part of the overall Independent Risk Management function of Citi. Key objectives are to establish a centralized and consistent framework for independent review and challenge, enable an end-to-end perspective within and across workstreams, and increase transparency of methodologies, processes, governance and results.

CPRT - Recovery and Resolution Planning (RRP) VP is responsible for supporting independent review and challenge of the RRP workstream under the capital planning process, including Recovery and Resolution Plan submissions.

The role involves performing review and challenge, documenting and assisting in reporting results to senior management and communicating with Internal Audit. The CPRT RRP VP is responsible for supporting credible evaluation of methodologies, results, governance and processes related to RRP; contributing to policy enhancement and potential future strategy of the overall approach to capital planning review and challenge.

The role requires good knowledge of regulatory requirements (Resolution Plan Final Guidance, SR 12-17, SR 14-8, 12 CFR Part 30 Appendix E), capital planning methodologies, governance and internal control processes, hands-on experience in foundational risk management (credit, market, liquidity or operational risk). Excellent written and verbal communication skills are required in order to provide effective review and credible challenge. The role may involve or be responsible for diverse (cross-discipline) activities as necessary.

Responsibilities:

  • Support the Review and Challenge Lead under the RRP workstream.
  • Attend and provide review and challenge during walkthrough sessions and document the results.
  • Support the review of Recovery and Resolution Planning related methodologies (e.g., Recovery triggers, scenario, actions; Resolution metrics, etc.) for conceptual soundness, fitness for purpose, completeness of identification of estimation approaches, completeness of identification of key assumptions.
  • Assess the appropriateness of rationale supporting key assumptions underlying the Recovery and Resolution Planning processes including sensitivity and impact analysis where applicable.
  • Assess the reasonableness of Recovery and Resolution key results including variance analysis and benchmarking against historical outputs.
  • Review and challenge the capabilities enabling the Recovery and Resolution Planning efforts including capabilities testing.
  • Prepare review and challenge templates in summarizing the review and challenge results.

Qualifications:

  • 5+ years of experience
  • Technical skills: hands on experience with Recovery and Resolution scenario design, Recovery action identification and impact assessment, Resolution Capital Adequacy Positioning and Execution Need (RCAP/RCEN) forecasts and RRP submission in line with regulatory frameworks including Resolution Plan Final Guidance, SR 12-17, SR 14-8, 12 CFR Part 30 Appendix E.
  • Highly motivated with attention to detail, team oriented, organized
  • Consistently demonstrates clear and concise written and verbal communication skills with the ability to articulate complex problems and solutions through concise and clear messaging
  • Demonstrates ability to assess complex issues through root cause analysis and other analytical techniques
  • Experience with and previous exposure to internal or external control functions and regulators
  • Ability to effectively challenge first line and escalate issues when appropriate
  • Strong verbal and written communication

Education:

  • Bachelors degree or equivalent experience, additional finance focused education or certification (e.g., CFA, CPA, FRM) beneficial

Primary Location Full Time Salary Range:

$142,320.00 - $213,480.00
