Job Description
The Site Team Lead is responsible for a three-person transition team which will perform all activities necessary to successfully transition IHSC detention center site medical operations from the incumbent contractor to Jackson Healthcare Government Services (JHGS) within the 60-day transition window. Primarily responsible to ensure the site is fully staffed at the end of the transition period. To do this, it will be necessary to retain all incumbent staff who are in good standing and recruit to fill all vacant positions. The site team leader will also serve as the senior local representative of JHGS interfacing with the ICE contracting representatives, detention center management, incumbent staff and local candidates and communicating regularly with the JHGS project management office (PMO). The site team leader reports director to the project manager (PM) and works closely with the deputy project manager (DPM), lead contract services manager (LCSM) and other members of the project management office.

This position is responsible for site transition leadership during the transitional period. He/she is the liaison between the government representative, JHGS PMO team, incumbent staff, and new hires.

This is a 60-day assignment onsite position located in one of the five (5) cities for the following ICE Detention Centers:

ROLES & RESPONSIBILITIES:

  • Manage a dedicated Medical Staffing Team.
  • Administrative oversight of all onsite staff.
  • Liaison to our government client for any concerns, issues, or opportunities. See all raised issues and concerns to successful resolution.
  • Monitor and ensure appropriate documentation of all contract deliverables to ensure compliance.
  • Participate in JHGS management meetings weekly via teams or in-person.
  • Provide regular status updates throughout all stages of the initial transitions period.
  • Maintain detailed reporting of open, filled, and pending positions.
  • Assign priorities to local recruitment staff. Highlight urgent needs and develop plans to address any gaps.
  • Monitor progress throughout the transition period.
  • Serve as point of escalation from members of the Medical Staffing Team.
  • Tasks undertaken by the Team include, but are not limited to:
    • Read, sign and adopt Jackson Healthcare standards of conduct policy
    • Establish transition office, obtaining necessary furniture and equipment in coordination with appropriate project management office staff. At the end of the transition period, facilitate any required office closure requirements.
    • Positively represent JHGS in the local detention center market
    • Sell the advantages of JHGS as an employer to incumbent staff and local new hire candidates
    • Handle a variety of transition tasks including interviewing, vetting and onboarding incumbents and new hires
    • Coordinate candidate site visits with the local incumbent contract services manager and/or the local government technical monitor (GTM)
    • Facilitate candidate e-QIP processing ensuring packets are prepared expeditiously and submitted timely.
    • Work with PMO, incumbent employees and new hires to develop clinical schedules
    • Providing professional, comprehensive, and timely day to day advice, information and training to managers and employees transition team staff members on a range of medical staffing issues including employment contract queries, terms and conditions queries and recruitment processes.
    • Comply with IHSC and Jackson Healthcare policies & procedures.
    • Interact and establish a strong rapport with transition team colleagues, PMO members, incumbent staff and local new hire candidates.
    • Communicate via all forms with numerous stakeholders (internal and external).

QUALIFICATIONS - EDUCATION, WORK EXPERIENCE, CERTIFICATIONS:

  • Bachelor's degree; preferred
  • 3 years of relevant work experience.
  • Experience supporting a large government client required.
  • 2+ years managing a small team.
  • Experience managing all aspects of credentialing, scheduling, recruitment, and onboarding.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to manage to strict deadlines.
  • Proficiency in Microsoft Office Suite.
  • Ability to manipulate spreadsheets and produce reports.

  • 5% travel if needed.
