The Manager, Clinical Applications and Marketplaces is responsible for providing direction and coordinating the efforts of the Developers, Analysts and QA Testers who are accountable for the analysis, development, maintenance and enhancement of CDPHP's applications and automated business processes. This individual is responsible for providing technical guidance to the team, as well as proposing and implementing strategies that will integrate efficiently with other internal systems and their associated processes. The Manager will also be responsible for working with senior members of leadership teams to establish standards, architecture, processes and establishing required support tools to ensure compliance as it relates to IT. Included in the scope of responsibility are technical oversight of CDPHP's Enrollment, Eligibility, Pharmacy and Clinical applications, test environment/test tool management, metrics, reporting, standards, processes, and identifying opportunities for continuous improvement. The manager's responsibility also includes analyzing the business process in place, performing feasibility studies, return of investment analysis and identifying the process candidates for automation.

QUALIFICATIONS:
  • Minimum seven (7) years of system and business analysis experience that includes: evaluation of business procedures and problems, feasibility studies, system development and configuration, application design, preparing detailed specifications for the development of business applications and testing is required.
  • Bachelor's degree or four (4) years of equivalent experience required.
  • Minimum five (5) years of experience in testing complex applications with an understanding of functional, integration, system, and regression testing required.
  • Minimum five (5) years of experience in application development and SDLC required, experience in Agile preferred.
  • Minimum two (2) years of previous leadership experience required, experience managing and leading offshore teams is strongly preferred.
  • Experience using SQL and Java scripting required.
  • Experience in Facets claims system required. Enrollment/Eligibility/Utilization Management experience preferred.
  • Project management experience required.
  • Experience working with source/document control programs required.
  • Working knowledge of Service-Oriented Architecture (SOA) preferred.
  • Demonstrated ability to analyze, identify, implement, and monitor outcomes.
  • Demonstrated ability to manage and shift priorities to meet project schedules.
  • Demonstrated ability to successfully work with a development team in defining system implementation, conversion, and configuration strategy.
  • Demonstrated ability to identify weaknesses in workflow and develop and implement process improvements to continually ensure that corporate goals are satisfied.
  • Demonstrated ability to work independently and as part of a team.
  • Strong analytical ability, and proven skills to conduct root cause analysis.
  • Demonstrated ability to lead, coach, train or supervise staff.
  • Demonstrated ability to work collaboratively with multiple partners to positively affect outcomes at the team, organization, and member level.
  • Must be detail-oriented with strong organizational skills, including the ability to coordinate workflow.
  • Demonstrated ability to pro-actively identify problems, as well as recommend and/or implement effective solutions.
  • Demonstrated ability to provide excellent customer service and develop relationships both internally and externally.
  • Demonstrated ability to work with and maintain confidential information.
  • Excellent verbal and written communication skills.
  • Flexibility to adapt to a changing and fast-paced environment.

CDPHP salary ranges are designed to be competitive with room for professional and financial growth. Individual compensation is based on several factors unique to each candidate, such as work experience, qualifications, and skills. In addition to cash compensation, CDPHP employees may be eligible for an incentive payment, a discretionary cash reward based on employee and company performance.
