Volunteers of America-Greater New York (VOA-Greater New York) is an anti-poverty organization working to end homelessness in the New York area by 2050. We operate over 60 programs across New York City, Northern New Jersey and Westchester County including emergency, transitional and permanent housing. Our services extend to families experiencing homelessness, survivors of domestic violence, people living with HIV/AIDS, veterans, youth aging out of foster care, adults with behavioral health or substance use needs, and others in need, including a special education preschool program.

Position: Economic Empowerment Specialist (EEI311)

The Economic Empowerment Specialist is responsible for implementation of a new initiative aimed at improving financial, personal and housing stability for survivors of domestic violence, sexual assault, dating violence or stalking living in the Victory 2 Transitional Housing program. This staff provides individualized services to clients, a significant proportion of whom may be experiencing symptoms of both emotional and physical trauma, including brain injury.

Minimum Qualifications:

  • Bachelors Degree in vocational rehabilitation or related field.
  • Three or more years experience in workforce development or vocational rehabilitation.
  • Spanish language fluency and experience working with victims of domestic, sexual and dating violence preferred.

Economic Empowerment Specialist Principal Responsibilities:

  1. Conduct vocational assessment for adult survivors living in transitional housing. Support clients in applying for, enrolling in and completing education or training programs appropriate to vocational goals with an emphasis on high-demand, high-wage sectors.
  2. Conduct screening for brain injury and concussion and provide psychoeducation, advocacy and support related to diagnosis, symptoms and treatment of brain injury.
  3. Provide referrals for cognitive assessment, treatment and rehabilitation services for people with suspected or confirmed brain injury or other cognitive or neurological conditions.
  4. In collaboration with participants, develop individualized service plans and provide referrals, vocational counseling, and support services to achieve goals.
  5. Identify and match clients with appropriate employment opportunities, help with resume-writing, interview preparation and job coaching to support retention and wage-growth.
  6. Provide benefits assistance with an emphasis on determining whether any identified disabling conditions which prevent clients from working might qualify them for disability benefits.
  7. Provide financial counseling related to credit repair, money management and budgeting, etc.
  8. Coordinate and track payment for allowable client expenses related to training, job seeking and employment retention and/or moving into permanent housing.
  9. Coordinate services with Case Management and Housing Placement staff and with partners.
  10. Provide follow-up service for 3-12 months after clients have left transitional housing with an emphasis on ensuring financial stability and connection to resources and services to support retention in education and/or employment activities.
  11. Provide and document all services in alignment with program and agency-wide policies and procedures, and all applicable laws and regulations.
  12. Perform other related duties as requested.
