The Department of Defense HIV/AIDS Prevention Program (DHAPP) is a dynamic global HIV/AIDS program working to curb HIV/AIDS in the militaries of foreign countries. The incumbent provides support to DHAPP located at Naval Base Point Loma, San Diego CA contributing to a broad range of software development and database management needs. The preferred candidate will work as a member of the DHAPP team to translate DHAPP business requirements into technical requirements and implement data systems. The incumbent will collaborate with relevant internal and external DHAPP stakeholders to ensure alignment and integration with key government data systems, including the Department of Defense and the US Department of State/Office of the Global AIDS Coordinator.

Seneca Solutions is seeking a Junior Database Programmer to support our government client in San Diego, CA. This position is open to U.S. Citizens only who reside in San Diego, CA. The objective of this work is to help build the customer's database software applications by meeting with stakeholders to develop requirements, organizing and participating in software development, implementing applications, and maintaining them through their life cycles.

Responsibilities include, but are not limited to:

  • Design, develop, and implement data-driven applications to facilitate DHAPP programs.
  • Assist incumbent staff with database administration responsibilities.
  • Assist with system documentation, training materials, and operating manuals.
  • Collaborate with DHAPP subject matter experts on the management of relevant datasets.
  • Perform data validation audits and quality assurance of DHAPP data systems to ensure operational reliability and accuracy.
  • Oversee the automation and generation of routine DHAPP business operation reports and analyses.

Basic Qualifications:

  • Minimum Bachelor's degree in a relevant technical field from an accredited college or university.
  • Bachelor's Degree with 6 years of applicable experience or 4 additional years of experience in lieu of degree.
  • Must have 2+ years ASP.Net, C#, SQL Server experience.
  • One to Two years of software development experience in .NET, .NETCore and C# in a Microsoft development environment (Visual Studio and TFS).
  • Experience in Microsoft suite of software and related third-party tools such as Javascript, HTML, jQuery, Bootstrap, MVC is required.
  • Experience with relational databases, especially SQL Server, API design and development is preferred.
  • Knowledge about stored procedures, views, joins, inserts, updates and delete processes in SQL is preferred.
  • Written and oral proficiency in English is required. Excellent written and oral communication skills are required.

Desired Skills:

  • Expertise in cloud-based computing applications and working in an Agile team environment are preferred.
  • Prior work with a USG Agency or the military is preferred.
  • Experience with government financial data sets and/or terminology.
